So this threshold is programed in the 10GBase -SR module, you cannot change this?, is this correct?. The module is a cisco SR, is this a known with cisco optics?.

Standard 10GBase-SR modules should have RX High Warning threshold programmed to
-1.0 dBm, so your receive power -1.8 dBm is fully OK.
Your modules seem to have the threshold incorrectly programmed to -2.0 dBm,
which causes the error.
