Turned out to be a stupid mistake, the "encapsulation" command actually
also matched "etype ipv4", which is why the BPDU's where dropped.

Modifying the encapsulation config to just match the VLANID fixed the
issue and I am able to tunnel and forward tagged (PVST) BPDU's, even
when using BD's.
