[c-nsp] DHCPv6 accounting on ASR1000

Keep in mind that even in 3.13, IPv6 accounting is still messed up, since there are many open issues related to PPP (IPCP/IPv6CP) accounting.
DHCPv6 is indeed fixed as you said.
