[c-nsp] ASR9K License Issue

You can configure the physical port as bundle member and put the VRF config on bundle-ether interface. 
-the license is not checked on BE interfaces because XR doesn't know which LCs participate in a given BE interface.
-which on the other hand is very annoying when one want's to use lc-disjoint as one of the tiebreakers for IPFRR backup path selection.
