[c-nsp] ME3600 migration to something with more 10 gig ports

Had to take this for a spinn.

It takes all the commands for Rosen MVPN but then only silence.

Last time I asked Cisco the answer was 'maybe spring 2016 release'.

I really like NG-MVPN but for legacy reasons we cant migrate to this at the
moment.
