[c-nsp] BGP route reflector advertises unavailable route to peer-group

Hi,
We have a hub and spoke scenario in which a route from spoke is stopped
from advertising to RR. RR is not receiving the route but still it
advertises to the hub routers (peer groups). Following is the output taken
in RR where the route is no more received from anywhere but still
advertises to some peer-group.
