15.3(latest) should be pretty stable for this feature set.  There are some
extra features in 15.4 which are pretty important if you need them (e.g.
QinQ on EFP), but if you don't need them 15.4 has had some serious problems
with its earlier releases, e.g. refusing to forward mpls traffic, etc.
