[c-nsp] Cisco 3850 Stable Release

We've been running 3.6.1E on two three switch stacks of WS-C3850-48T 
switches for six months without any issues.

What is the most stable release for the 3850 platform? The TAC recommended 
3.3.5SE is total trash. Has a wonderful bug when you write mem the switch 
stack reloads.
