[c-nsp] prefix-list rearranging itself

I’m a bit stumped by this one.

On pretty much every rancid run, a chunk of the config (bgp prefix lists) rearranges itself, only in the IPv6 section:

- ipv6 prefix-list ipv6-bgp-in deny 3FFE::/16 le 128
 ipv6 prefix-list ipv6-bgp-in deny 2001:DB8::/32 le 128
+ ipv6 prefix-list ipv6-bgp-in deny 3FFE::/16 le 128
 ipv6 prefix-list ipv6-bgp-in permit 2001::/32
 ipv6 prefix-list ipv6-bgp-in deny 2001::/32 le 128
 ipv6 prefix-list ipv6-bgp-in permit 2002::/16
+ ipv6 prefix-list ipv6-bgp-in deny ::/8 le 128
+ ipv6 prefix-list ipv6-bgp-in deny FF00::/8 le 128
 ipv6 prefix-list ipv6-bgp-in deny FE00::/9 le 128
 ipv6 prefix-list ipv6-bgp-in deny 2002::/16 le 128
- ipv6 prefix-list ipv6-bgp-in deny FF00::/8 le 128
- ipv6 prefix-list ipv6-bgp-in deny ::/8 le 128

This is an ASR-1002-X running 15.4(3)S1.

That section hasn’t been touched since I first brought up v6 transit which has to be at least a year ago.

Any ideas?
