[c-nsp] 7604 incorrent counter values on VLAN interface

Hello everyone, thank you all for your replies.

We fixed an issue with destroying and creating again the SVI on 7604 and 
all counters now are in normal state, all values are displaying correctly.
On Cacti installation of course we use  64-bit counters.
