[c-nsp] OSPF per-prefix LFA

That is what made me ask :) Because I have changed the vlaues to 1/4 
(without BFD) as configuring BFD on GNS3 will crash my routers as you know
The same expected failover was 4-5 seconds even after adjusting hello/dead timers !
