[c-nsp] asr1000 - rate limit interface

Hi,

     I have a gigabit interface on an asr1000 that I'd like to apply a 
rate limit to. Specially, I want to limit inbound DNS to 15mbps maximum. 
On C7201, I would use a 'rate-limit' command but this is missing on ASR. 
Any pointers?
