On the ASR9000, the RSP provides the control plane, management plane and
switch fabric services.

Actual data plane services are handled by the network processors on the
line card itself.

The RP on the ASR1000 only provides control and management plane
services. Data plane services (including switching traffic between line
cards) is handled by the ESP.
