Good grief, I sincerely hope not.

Normally though, Cisco have these licenses out for ransom as soon as the
part is launched, so I really hope we're just waiting for an updated
software version.

At first I thought it be a case of moving from 32-bit QNX to 64-bit
Linux, but 4M is only 2^22... I've no idea where the other 10 bits go.
