03.16.3S, because its supported for a longer time.

If you don't know, you should follow the suggestion.

The difference is 3.17 is newer, so it has new features that likely introduce bugs. It is also a standard maintenance train, while 3.16 and 3.13 are extended maintenance trains, meaning longer support. You can read more about it here [1].
