In contrary to TRIO, ASR9K actually has a central arbiter aware of all the access requests and grants.

But this piece is correct. There are 4 VOQs per 10GE entity obviously with no fixed mapping to egress queues (even if you'd used just 4 queues)
(only PTX/QFX boxes have VOQ per egress queue though they don't have a central arbiter as far as I know).
