[c-nsp] Pre-owned equipment vender

Smartnet coverage on a device entitles you to upgrade the device to a 
newer version within the same feature set.  So going from 12.4T IP 
Services to 15.2 IP Services is allowed, but not going to 15.2 Advanced 
Enterprise Services.
