Based on past experiance, most likely you need a newer IOS version.
Since most Cisco docs on the 7200 are dated like 2006 now describing
12.2S and the like and they seem to want to forget about it ever
existing, I can't find anything on requirements in any of the datasheets
like they used to update quite religiously.

Of course, it could possibly be bad too, but Cisco did have to rollout
new IOS versions for new hardware from time to time. They did usually
make sure to give it a good buffer, but with the 7200 fading from
history, it could even be a special point release that you'd have
to talk to Cisco TAC about.
