[c-nsp] WiSM without WCS?

I guess I should have elaborated. Given what I know about WLCs, I would not
roll out WiSMs today.

However, our WiSM2s have treated us well for many years, from a 6509 with
original Sup720 all the way to a 6807XL with Sup 2Ts.

But I would still do dedicated WLCs in a new install.
