[c-nsp] BFD on customer-facing interfaces - experiences

Hi Eric,

This works fine for us, we use eBGP to the CPE. You just need to make
sure you do some due diligence that your CPEs and PEs support BFD in
hardware and your NMS can monitor it. We obivoulsy had someone turn up
a load of BFD enbaled CE connections on a PE that didn't support BFD
in hardware and caused the CPU uitilisation to climb up until they
were move to another PE.
