[c-nsp] Sup2 bus utilization

Hi All,

What IOS command is available for bus utilization on Sup2 (not 2T,
unfortunately)?

These are not available
`show platform hardware capacity fabric`
`show fabric`

Is there any bus QoS available to prevent things from exploding when
the bus gets saturated? IOS on both RP and SP.
