[c-nsp] Interface helper-address and Load-Balancing

I have configuration as below:

interface Vlan2002
 ip address 10.0.16.1 255.255.255.0
 ip helper-address 10.0.18.31
 ip helper-address 10.0.18.32
!

Will Cisco forwards DHCP requests to both servers defined as helper-addreses
or load-balance (round-robin) between them ?
