It was fine up to a certain traffic level. Beyond that, the OoO packets
began creating problems, specifically for customers that had very large
flow data sets.

So we found another solution that meant we could revert to per-flow load
balancing.

We've found that if you have very low traffic levels (several hundred
Mbps to a couple of Gbps), it's fine. Multiple Gbps and/or 10's of
Gbps... it's too tricky.
