[c-nsp] High CPU on t2usd process

I have cisco 3064 switch and i have notice every 1 min spike on proc
table and during that time switch pause traffic and drop packets for 1
second.

I am seeing following t2usd always on top in proc table, we are not
running any routing protocol except VLAN SVI L3 interface to route
packets.
