[c-nsp] 4500 chassis

The 4500R-E chassis went LDoS in April. The 4500R+E chassis are not
even announced for End of Sale yet, let alone LDoS. The Sup8E is also
not even announced for EOL yet. The 7-E/7L-E were announced in Oct
2016, and are still supported until Oct 2022.
