on ios, you can hack around this by setting the NHIP in the announcing 
router to be an ip address which is directly routed to null0 on the RR 
client, i.e. no explicit policy required.  On XR, you need to apply a 
route-policy to declare "set next-hop discard", so explicit policy 
required there.
