[c-nsp] ASR920 - 10Gig license - Physically at 10G but software shaped at 1Gbit.

If anyone faced the same issue. Downgrading to 1G and then to 10G fixed our
issue. We have an open TAC case as we do have other 10G deployments that
might be impacted.
