[c-nsp] Cisco IOS ping utility reports lower RTT than possible

Hi Adam,

please read my initial e-mail again. The point is that on a link with
10.0ms RTT the Cisco reports 8ms and even 7ms RTT. When one uses IP
SLA "icmp-echo" probes, then the delay is shown to be lower than it
actually is.
