[External] [c-nsp] 'show ip arp' intended functionality

Weeellllll...

I think showing your own address in 'show ip arp' is misleading. You
didn't learn that address via ARP.

Similarly, Linux doesn't show its own address in "ip neighbor show",
because it isn't its own neighbor.
