[cisco-voip] revert SIP firmware to SCCP for 7960 IP phone

When you specify the SCCP load name, make sure to use
one of the older CCM SCCP loads.  The SIP images
appear to work with the load files that use the 8.3 naming
convention, but do not appear to work with the latest
load files that are signed or use (12?).3 format.
