Scott,
have 0 for operator and 0512 creates an overlapping dialplan.
when you setup the operator 0 translation pattern that is marked
for "urgent priority" by default which means anytime ccm receives
the digit string "0" it will match this pattern and immediately route the
call.
Under route patterns you have the option of enable/disable urgent priorty.
There really is no clean solution when using overlapping dialplan.
Your best bet is to remove the overlap.
