There are a couple of ways to do this.
 
1)       Handle this in CCM. Create a route pattern, 911 then set the
prefix digits to 9. The call will be routed as 9911
2)       If you are running an IOS H323 gateway you can configure a
dial-peer to match 911 and prefix the 9 to send the call to the telco as
9911.

Could someone help me set up 911 dialing.  My system is tied to the
local phone company's Centrex for 4 digit dialing.  We use one nine as
our outside line number.  I set up a route pattern for 9.911 that works
but how do I set it up so someone can call only 911 and tell it to
actually dial 9.911.  Thank you for your help, you guys have saved me a
