[cisco-voip] Incoming

I am trying to write a tcl script with the following requirements. 
On calls coming on certain number I would like to give them a dial tone
for example:
on DID  212 - 369-1800
coming in on ISDN 
I would like the user to hear a dial tone.
How would I do it. Any help will be greatly appreciated.
Note: i already have a working tcl script for preapid calling. I dont want my customers to hear the prompts. I would let them enter the system
by checking their caller id(ANI)
