The 3.3 one I believe needs to be setup as an ICT (non or gateway controlled
depending on if you are using one) under device->trunk. Make sure you
define them as a meshed topology. Since the H225 Setup will be sent from
the CM where the phones are registered if the other cluster does not have
that server defined as a gateway (or trunk) then it will be ignored.
