Can you make the custom rings only available to certain users?

While I'm going down the custom road, Can I somehow make the hold music
an internet radio stream, radio station, etc?

I've noticed that some SCCP phone loads can have more ringtones then
others.
I've got 50 custom rings loaded on my 7960's right now.
