You could use the BAT utility to change this settings on all phones. I
know of no other way.

Subject: [cisco-voip] Calls per line in CM 4.0

I recently upgraded to CM 4.0(2) and I forgot about the multiple calls
per line feature. People are not used to it and I left the defaults on
all the phones of 4 calls per line. Is there a system wide setting that
can change this or do I have to go through every phone and do it
manually?
