[cisco-voip] Dual FXO trouble.. Only answers the First Port

Hi, i'm stucked in this... I have a cisco router 3600 and a 2600, i've 
tried this with both, i have dual fxs and dual fxo and i can do the 
communication between the router with the fxo to the fxs and viceversa.

The trouble is that i want the dual fxo to be connected to my panasonic 
telecommuter , i have the first fxo port connected to the 111 extension 
and the second to the 112 extension.

When i dial from another extension to the 111 (port1 ) the router 
answers me giving me tone to dial to the fxs assigned numbers, but when 
i dial 112 (port 2 ) i get busy tone... i tried this with 2 routers, 2 
cables, 2 fxo cards... when both ports are connected to the commuter 
only answers the first port, if i unplug the first port, and i call the 
112 extension... the router answers me!!!! ... but no when both lines 
are connected.

I've checked the configuration samples in internet but i can't find any 
difference .. i can't find what it's wrong..

I need help desperely...
