Check the dialed number in the q931 trace and dial this number from another
(not ip-) phone.
Do you then get a connect, maybe there's something wrong with your call
routing in ccm. Check for
neccessary zeroes (or other digits) to get out of your PBX!
If you also cannot dial this number from the other phone maybe it's because
an preselect contract
or so. Then ask your provider...
You may post your trace here if the above did not help you. I'll have a look
at it.
