[cisco-voip] VoIP to VoIP calls

This has been sorta possible with H.323 to H.323 legs for a while. A recent release 12.3.11(T) allows SIP<->H.323. The key is here:

voice service voip
 allow-connections sip to h323

Would allow an incoming SIP call to match to an outgoing H.323 dial-peer. Codec transcoding is also possible (but only g.711/g.729).
