I would think so but better to double check with Cisco before spending money :)

According to 'Cisco Multiservice IP-to-IP Gateway Application Guide, Release 12.3(11)T' the 7200 supports ip-ip gw starting with 12.3(8)T. Cisco 36XX is more questionable. Document only mentions the 3660 and doesn't show support for any image after 12.3(4)T (perhaps in favor of 37XX and 38XX hardware).
