Try Fragmentation and Interleave on the 1700.  That is about all you can
do through the Internet.

Looking for some advice on the best QoS setup for my environment:

Phone - 1700 - Netscreen FW/VPN - internet - Netscreen FW/VPN - 6509 -

On the 1700, what's the best QoS Config I should be using?  I'm
currently using:

class-map match-all RTP
 match ip precedence 5

policy-map OutboundPolicy
 class RTP
  set cos 5
 class class-default
  set cos 0

Is doing a match on ip presedence 5 sufficient?  Or should I be matching
based on my call manager IPs or Voice network on the 6509 side?  Also,
should I do more than set the cos?
