[cisco-voip] Trunk2Trunk Transfer

Is it possible to restrict Trunk to Trunk transfer on CCM 3.3(4) or
later versions?
 
Example- An employee's mom calls the user locally and the employee
transfers the call to her brother in Hawaii.
 
I know there is not a seperate CSS option for "transfer" per line. Has
anyone else run into this?
 
Right now I am running 3.3(4).
