I use and recommend a product from NetIQ called Appmanager. Monitors
network devices, jitter, latency, and a pile of other things. For E911,
if you have large areas, I'd recommend Cisco Emergency Responder. I've
deployed it many times and it works quite well if you can get by the
database export stuff.
