[cisco-voip] VoIP network monitoring

NetIQ AppManager (formerly VivinetMgr) to monitor jitter and packet loss on 
individual calls (this sends an alert based on almost real-time statistics 
in Cisco call detail records).

Also monitors any server with a Cisco OS.

Cisco ART (automated reporting tool) for periodic gateway reports on qos.

Cisco E.R. (emergency responder) configured to send alerts on 911 calls.
