We need more info:
How many phones?
How many wiring closets?
How many remote sites?
How many line phones do you need?
How much do you have to spend?
What is your average call load?

You start with a Call Manager for Call Processing, and IP
Phones. A Voice gateway (Router with Voice Cards) interfaces the PSTN.
Cisco IPCC is the call center piece. The specific requirements
of the Call Center determine whether you need IPCC Enterprise or IPCC
Express. There are various flavors of both versions of IPCC again
depending on your requirements.
You need a network infrastructure that supports Quality of
Service. All current models of switches and routers support QoS.
I can help you spec out a system. Let me know.
