[cisco-voip] undocumented (?) changes to Call Manager

Many PBX's use this timer to remind the the person who put the call on hold that there is a call there. They implement this in a long ringback sort of way.

The concept of a Hold Timer is great, but just clearing the call seems a bit drastic.
