[cisco-voip] undocumented (?) changes to Call Manager

Hi Lelio,

I agree.  Let me see what I can find.  There are 2 small updates:
1. the svc param is actually in minutes, not seconds.
2. the max value is actually 35791.

Looks like the parameter was implemented to workaround a Unity condition 
where a call was stuck on hold permanently.  Dumping a held call back to 
a Unity port at a random point in time would not likely have any 
desirable results, thus clear the call.
