[cisco-voip] Creating Login ID's in CCM

You are going to need to configure Attendant Console or purchase IPCC
Express to all users to be able to login.  Attendant Console, in
CallManager 3.x does not queue the calls but will route them Round Robin
or Longest IDLE.  IPCC Express is a more robust call center package that
will allow you to queue calls.
