[cisco-voip] FXO

Sorry, I forgot to update on this...

I only had one phone line plugged in and it was trying to dial via the
second FXO that did not have a Phone line.  So it tried to dial,
couldn't then tried the FXO that did have a Phone line.

Layer one; you just can't have layer two without it.
