[cisco-voip] matching cisco pots with certian voip dial-peer

use a translation rule on the incoming dial-peer to modify the called 
party number to match the specific VOIP dial-peer destinaiton pattern.

Otherwise, it seem that the COR feature in the router could be used to 
achieve this.
